  • Bring to District Office for verification purposes

Act 151: Child Abuse History Clearance
Internet Submission – Must have credit card to process application
  • Log on to https://www.compass.state.pa.us/cwis/public/home
  • Click on “Login” or “Create a New Account” if first time user
  • First time users, Complete personal information
  • Click Create Clearance Application and follow the instructions
  • Supply credit card information
  • You will receive an e-mail notification when your clearance has been processed
  • Print copy of record check
  • Bring to District Office for verification purposes
Employees hired on or after April 1, 2007 must complete and have on file in the District Office copies of the original Act 34 Pennsylvania Criminal Record Check, Act 114 FBI Criminal Record Check, and the Act 151 Child Abuse History Clearance.

Both of these forms are available in paper format for application but will take a longer time to process then applying on line. Northern Lehigh recommends that all employees process the checks online in order to speed up the application process.

Act 114: FBI Federal Criminal History Record Checks
(On or After April 1, 2007)
Act 114 of 2006, Section 111 of the Public School Code requires that ALL student teachers, prospective employees of public and private schools, Intermediate Units and area vocational technical school, independent contractors and their employees, bus drivers, and all who have direct contract with children must provide to their employer a copy of their Federal Criminal History Record that cannot be more than one (1) year old.

PDE contracted with Cogent Systems to manage this program for the Commonwealth. The process for filing for your FBI Federal Criminal History Record Check is outlined below.

Applicant must register prior to going to the fingerprint site. There are two way to register:
  • Log-on to www.pa.cogentid.com
  • Click on “Department of Education”
  • Select “Register Online”
  • Complete the required information and submit
  • If you are paying the $27.00 fee electronically you will be prompted to complete your credit card information.
  • Once registered select the “Print Locations and Hours” option to view participating fingerprint sites.
  • Proceed to your chosen location to be finger printed. Make sure to bring along a current, valid unexpired picture identification with you. A state-issued driver’s license may be presented as a primary form of picture identification.
Telephonic registration is available at 1-888-439-2486 Monday through Friday, 8am to 6pm EST.

If you do not have a valid driver’s license you may provide one or more Secondary Documents:
  • State Government Issued Certificate of Birth
  • US Active Duty/Retiree/Reservist Military ID Card (000 10-2)
  • US Passport
  • Social Security Card
  • Certificate of Citizenship (N560)
  • Certificate of Naturalization (n550)
  • INS I-551 Resident Alien Card Issued since 1997
  • INS 1-688 Temporary Resident Identification Card
  • INS I-688B, I-766 Employment Authorization Card
Secondary Documentation may be supported by at least two of the following:
  • Utility Bill (Address)
  • Voter Registration Card
  • Vehicle Registration Card/Title
  • Paycheck Stub with Name/Address
  • Cancelled Check or Bank Statement
Finally, you should be issued a document that has a control number on it to access your FBI print. Bring that information into the district office so office personnel can request your document.

IMPORTANT: You will not receive a copy of your clearance nor can the school print you a copy. You will be prompted during processing if you would like to request a hard copy of the clearance. If you wish to have a hard copy you will need to pay an additional $2.50 fee for the clearance to be mailed to you. This is your only chance to request a copy and it can not be used to give to employers. This is for your records only.
